  1. Brief overview of the Department

Public Health Engineering Department, Dhubri Division is the nodal department for the implementation of Govt. of India’s flagship programmes Jal Jeevan Mission (JJM) and Swachh Bharat Mission-Grameen (SBM-G) with the goals of providing functional household tap connection (FHTC) to every rural household (Har Ghar Jal), running water supply to educational institutions and Govt. institutions in the rural areas under Dhubri district and making the district open defecation free (ODF), building infrastructure for Solid & Liquid Waste Management (SLWM) besides bringing about behavioural change among rural masses for healthy rural life.

Name of Services:

  1. JAL JEEVAN MISSION (HAR GHAR JAL)

 -To provide Functional Household Tap Connection (FHTC) to every rural household i.e., Har Ghar Jal, by 2024.

The kinds of works/ schemes which are proposed to be taken up under JJM include

  • Retrofitting of completed and ongoing piped water supply schemes to provide FHTC and raise the service level.
  • Building of New PWSS for tap water connection to every household.
  • Tap Water Supply in Schools and AWCs.
  • Tap Water Supply in priority areas.
  • Water quality testing in District level laboratory (DLL) and Sub-Divisional Laboratory (SDLL).
  • Water supply and sanitation facilities are provided to the community affected by natural calamities such as flood besides distributing water purification materials and drinking water pouches through truck mounted water treatment plant.

  1. Brief Description
    • DPRs be prepared through empanelled agencies
    • Construction carried out through empanelled contracts as EPC contracts
      • Besides PHED Contractors from all works Department of the State & Central Govt. eligible for empanelment. 
      • Work allotted on turnkey basis to empanelled contractors up to two times their turnover and data base maintained on an online platform to ensure compliance.
    • Quality monitored through Third Party Monitoring.

Name of Services:

  1. Swachh Bharat Mission-Grameen (SBM-G)

Phase II of Swachh Bharat Mission (Grameen) aims to create the ODF Plus villages in the country. An ODF Plus village is “A village which sustains its Open Defecation Free (ODF) status, ensures solid and liquid waste management (SLWM) and is visually clean”.

  1. Construction of Community Managed Sanitary Complex (CMSC) in convergence with the tied fund under 15th Finance Commission Grant under P&RD. In the ratio 70:30 i.e. 2.1 Lakh from PHED and 90 thousand from P&RD.
  2. Solid and Liquid Waste Management (SLWM) funding pattern 70:30 (PHED 70% and P&RD 30%).
  3. Construction of Individual Household Latrine (IHHL) for the Newly Emerging Household (NEH)

How to avail of the Govt. incentive for construction of  Individual Household Latrine (IHHL)

Eligibility Criteria:

  1. The applicant must be a citizen of India.
  2. All BPL rural households.
  3. APL rural households including the following sub-categories-
      1. SC/ST
      2. Physically Handicapped
      3. Landless labourers with homestead
      4. Small farmers
      5. Marginal farmers
      6. Women headed households
  • Those rural households which have already availed of  Govt. Incentive for IHHLs through programmes such as TSC, NBA, SBM-G, LOB, NoLB etc. or any other Govt. Schemes are not eligible.
  • Forms to be filled up online
  • Guidelines for filling-up the form
  • The eligible beneficiaries for IHHLs for SBM-G can submit the application mention below steps –
  1. For online submission of application for IHHL, go to the SBM-G portal by searching https://swachhbharatmission.gov.in/sbmcms/index.htm. Citizens first need to go to Citizen Corner and click there and then a drop down box will appear. Select application form for IHHL. Citizen Registration form will appear. Fill-up the form with mobile Number and a password.
  2. On registration of the citizens on the portal, login id and password will be generated.
  3. Using the generated login ID and password, citizen can submit application from for receiving incentive support for construction of IHHL under SBM-(G).
  4. On successful submission of application, a unique reference number is generated. This reference number can be used for tracking the progress of approval of application.
  5. In case of rejection, the reason for rejection will have to be mentioned by the block/district authority. On rejection of the application, citizen can reapply for IHHL through web portal.
  6. After approval of the application, block/district authority will assign geo-tagger for geo-tagging of the toilet.
  7. After completion of geo-tagging, reporting of financial incentive can be done by the block/district authority as per existing procedure.
