The District Social Welfare Office, Dhubri is suited at Raja Ram Mohan Roy Road, Ward No.-2 Dhubri  in front of Govt. Boys H.S. School, Dhubri. 

The Department of Social Welfare playing a key role for developing in the field of Child and Women Welfare, Welfare of Disable Person and Welfare of Women from weaker section of the society through implementing various developmental schemes where benefits were given to the beneficiaries through the following schemes such as Integrated Child Development Schemes (ICDS), Mukhya Mantrir Mahila Samriddhi Achoni, Financial incentive to Girls who married after 20 years, Unemployed allowances to Disable Person, Allowances to Family with Disable Children, Scholarship to Physically Handicapped Student, Rehabilitation Grants to Physically Handicapped Person, Protection of Women, Protection of Children, Destitute Home for Women, Deen Dayal Divyangjan Achoni, Deen Dayal Divyangjan Punor Sansthapan Achoni, Pradhan Mantrir Matru Vandana Yojona (PMMVY) , Mahila Shakti Kendra (MSK) and POSHAN Abhiyann etc.

  1. Brief overview of Services:

Integrated Child Development Scheme (ICDS) :- In this scheme Six Services were given to the children up to the age group of 0-6 years and Pregnant and Lactating Mothers. The Six services are - a) Supplementary Nutrition Programme, b) Immunization, c) Health Check Up, d) Referral Services, e) Pre - School Education (Non - Formal) and f) Nutrition and Health Education.  There are 14 nos of ICDS Project in the District.   1. Financial incentive to Girls who married after 20 years :- In this scheme benefits were given to those financially weaker girls who married after the age of 20 years for their financial help @Rs. 10,000/- one time. In this scheme giving financial assistant has been stopped by the Govt. since 2015.
  2. Unemployed allowances to Disabled Person :- In this scheme, benefits were given to the person with disabled between the age group of 18-46 years @Rs. 6,000/- p.a.  In this scheme giving financial assistant has been stopped by the Govt. since 2015.
  3. Allowances to Family with Disabled Children :- In this scheme, benefits were given to the family with disabled children for taking care of the disabled children between the age group of 3-18 years @Rs. 6,000/- p.a. . In this scheme giving financial assistant has been stopped by the Govt. since 2015.
  4. Scholarship to Physically Handicapped Student :- In this scheme, benefits were given to the physically handicapped student for their financial help @Rs. 2,400/- p.a. Application Collected from the intending beneficiaries after advertisement for providing the grants in terms of Scholarship  by the Director of the Social Welfare, Assam. The said form of Application received by District Social Welfare Officer, Dhubri. After then the District Social Welfare Officer, Dhubri Scrutiny and short listed the Application and place before the District level Selection Committee for approval. After the approval Dist. level selection committee, the selected list forwarded to the Director of Social Welfare for sanction of grants in terms of scholarship. Director of Social Welfare, Assam  transfer the grants to the bank account of the beneficiary directly from their end.
  5. How to Apply in this Scheme:- Offline Apply (Application form to be Collected from the DSWO, office)

               Following documents should be submitted along with Application form :

                    a) One copy of Passport size photo

                    b) Address proof certificate

                    c) Disability Certificate issued by competent Govt. Authority

                    d) Photocopy of front page of Bank Pass book

                    e) Running of studentship certificate from the concerned institution.

                    f) Income certificate from the concerned circle Officer.

                    g) Age proof Certificate.

     f. Rehabilitation Grants to Physically Handicapped Person :- In this scheme, benefits were given to the physically handicapped persons for their financial help @Rs. 10,000/- one time. Applications were collected from the intending beneficiaries after advertisement for providing the grants by the Director of the Social Welfare, Assam. After then the District Social Welfare Officer, Dhubri Scrutiny and short listed the Application and place before the District Level Selection Committee for approval. After the approval of Dist. Level Selection committee, the selected list forwarded to the Director of Social Welfare, Assam  for sanction of grants. Director of Social Welfare, Assam transfer the grants to the bank account of the beneficiary directly from their end.

  1. Protection of Women :-   The Scheme is implementing for protection of women from Domestic Violence. A total 139 nos. of cases has been registered out of which 42 nos. of cases has been disposed off and 97 nos. of cases are lying pending under the protection of women from Domestic Violence Act. 2005 till date in the district Dhubri.
  2. Protection of children:-  2 (Two) nos. of committee / board have been constituted in the district under Juvenile Justice Act. (JJA) 2000 who takes care of the children under the age of 18 years. The committees are -

           a) Child Welfare Committee (CWC) :- Looks those children who needs care and protection. A total 189 nos. of cases have been instituted since 2011-12 out of which 179 nos. of cases were disposed off by the committee and 10 nos. of cases are lying pending in the district till date.

             b) Juvenile Justice Board (JJB) :- Looks those children who were involved in conflict with law. At present, a total 562 nos. of cases were instituted out of which 457 .nos. were disposed off and 105 nos. are lying pending in the district till date.

  1. Destitute Home for Women :- Only one Destitute Home was established and running at Dighaltari in Dhubri district since 1986 for shelter and welfare of Destitute Women. At present 13 nos. of inmates are residing at the Home. The department of Social Welfare is looking after them.
  1. Deen Dayal Divyangan Sahajya Achoni :- in this new scheme, financial incentive is provided to the disabled persons @Rs. 5,000/- one time grant per beneficiary. List of 4654 nos disabled beneficiaries having their own Bank Account No. & Disability Certificate has been collected from the concerning CDPOs from all over the district and submitted to the Directorate for the incentive amount directly transferred to the account of the beneficiaries through the Directorate.
  2. Deen Dayal Divyangjan Punar Sansthapon Achoni :- To Provide financial assistant @Rs.20,000/- each beneficiaries having skill development / Vocational Training certificate for rehabilitation. Target fixed  11 Nos. per LAC.

In this scheme to providing financial Assistant Applications were Collected from the intending beneficiaries after advertisement for providing the grantsby the Director of the Social Welfare, Assam. After then the District Social Welfare Officer, Dhubri Scrutiny and short listed the Application forms and place before the District level Selection Committee for approval. After the approval of Dist. level selection committee, the selected list forwarded to the Director of Social Welfare, Assamfor sanction of grants. Director of Social Welfare, Assam transfer the grants to the bank account of the beneficiary directly from their end.

l. Prandhan Mantri Matru Vandana Yojona :- In this scheme, an amount of Rs. 5,000/- would be provided directly to the account of  the pregnant women for first living child of the family subject to their full filing specific condition relating to maternal and child health. The amount will  be provided in three installment such as in first installment @Rs. 1,000/- for early registration of pregnancy, in second installment @Rs. 2,000/- after six month of pregnancy and third installment @Rs. 2,000/- for child birth is registered. To obtaining the benefits in this scheme beneficiaries may be contact with their concerning CDPOs Office.

Till date form of 4458 nos. beneficiaries have been uploaded out of which 3759 nos. of received fund and rest of the 595 .nos. are lying pending for payment. Rejected application is 104 nos. in the district till date.

  1. Mahila Shakti Kendra (MSK) :- Mean to provide 1 (One) stop convergent support services empowering rural women with opportunities for skill development, employment, digital literacy, health and nutrition etc. Committees of Dist. Level and Block Level has already been notified. District Level and Block level account has already been opened. Fund also received both in District and Block level account @Rs.4,36,500/- in district level and  at Block level account   @ Rs.17,76,600/-  each for 14 nos. ICDS project in the District.
  2. POSHAN Abhiyan :- POSHAN Abhiyan was rolled out in the district by a District Level Workshop on “National Nutrition Mission” held on 21-06-2018 and 22-06-2018.
  • Rashtriya POSHAN Maah was being observed in the district in the month of September/2018. A District Level Orientation on Rashtriya POSHAN Maah was conducted on 05-09-2018. A total number of 270 activities was conducted with total participation of 55,257 during the September month, according to district data of Jan Andolan Portal as on 02-10-2018. These activities comprise of POSHAN Mela, POSHAN Rally and activities on 8 themes - Adolescent Education, Diet & Teen Age of Marriage, Anemia, Antenatal check up, Breast feeding, Complementary feeding, Food fortification, growth monitoring, hygiene & sanitation.
  • As a part of growth monitoring, a total number of 25,644 children were weighed during Rashtriya POSHAN Maah. The result of growth monitoring (Weight) is stated below :

  • The First meeting of District Convergence Plan Committee was held on 12-09-2018 and thereafter, two review meeting on Rashtriya POSHAN Maah by District Convergence Plan Committee was held on 11-09-2018 and 25-09-2018 with Additional Chief Secretary to the Govt. of Assam and Sri. Vibhu Garg, Consultant, Niti Ayog (During her visit to the Dist. from 24th Sept/2018 to 26th Sept/2018) respectively.

At the Block Level, CAP meeting was being conducted by 10 Blocks during Rashtriya POSHAN Maah - Agomani, Rupshi, Golakganj, Birsing - Jarua, Debitola, Bilasipara, Chapar - Salkocha, Mahamaya, Nayeralga and Fekamari.
